Most likely the county police chief, that is if you are applying for a C&R FFL in your county.

Eldersburg has no CLEO. Contact the Carroll County Sheriff's Office 410-386-2900. The Sykesville PD has no jurisdiction in Eldersburg.

You don't need to go anywhere, just mail the proper copy to Ken Tregoning's office in Westminster.

Assuming you're talking about sending in your C&R application.

Only BATFE Forms need CLEO sign off as posted. C&R gets mailed to the CLEO.
