This. Except it's pretty clear that he's OK with the long arms because he's already bought them, so it really shouldn't matter what's considered a purchase order--they've already been purchased. If the state intends to allow purchase orders to count beyond 10/1, then actual purchases should be covered similarly.Regarding the assault weapons, contact the sellers and tell them that you want something in writing, at least a receipt, showing that the firearms are in their possession and that you have put down a deposit for them or you have paid for them. If there is a Form 77r in place or a purchase order in place for an assault weapon before October 1, 2013, the purchaser can continue to possess the assault weapon after October 1, 2013 even though the purchaser takes initial possession of the assault weapon after October 1, 2013. It's been a cpl decades , but when I once had a ND expire ( 30 days ) , I had to resubmit . Back when 7day actually meant 2-3wks , it was enough of an agrovation to make sure to not let that happen again.
The 90days is from the time the 77R is submitted . In the present backlog MSP has unilaterly decided to ignore that part . Prior to the present backlog , the 90 day clock was essentially meaningless , because one way or another everything would have concluded long before.
However, a purchase order doesn't necessarily include final receipt of goods. There is some debate as to whether the purchase is actually completed prior to the FFL actually delivering the firearms. As with most goods, a contract to purchase is not complete until payment is made AND the goods are delivered.
