My C&R renewal form got stuck under a mountain of mail and my C&R has expired. What should I do?

Call ATF?
Send a new form?
Send in renewal form?

Under a mountain of who's mail - yours or theirs? If your app was received by ATF and renewal payment processed, call ATF.

While you're waiting I wouldn't try to order anything using your expired C&R.

I was doing some research online and I think you have to submit a new form.

I believe you need to apply as if getting a new C&R license and start a new book.

You may well be right. If it was me I'd call ATF and ask before going through a complete new submission. All I can jokingly say is: D......s! (Never mind- We all screw up)
