Yes. The 27 CFR says that a Licensee may acquire a firearm anywhere you just need to get the data from the person for your bound book. That said, it doesn't apply to states like Maryland, Cali, NY and the other few bastions of communism.

No. The C&R rules allow states to make up more restrictive rules on this. In some states you cannot legally do this has as already been pointed out.
