What’s the law if any when swapping out a barrel on a handgun? Does it have to have he serial number on it? I’m looking into upgrading my barrel but I want to know what restrictions there are with doing that.

The barrel is not considered a firearm. There is no need to do anything when swapping barrels. Swap away. For most handguns, the only part that is considered a firearm in the US is the frame itself. For instance, Glock slides have the serial number on them, despite not needing them per US regulation. They do this to satisfy requirements in other countries.
