anyone can get small amounts of fertilizer used for explosives but to get any large amount you have to be licenced by the state of maryland and you have to take a class and pass a test and for ammonium nitrate or urea when you purchase in bulk you have to be KNOWN by the bulk dealer and by being known they mean they have to have your license number and all your personal info and they keep records for the state to look over and check. between that and your chemical license and your nutrient management plan requirements they have taken most of the fun out of farming.
