You'd be amazed how many drug couriers are stopped for speeding.

He was speeding, he is suspicious.

He was going the speed limit, he is suspicious.

He was going less than the speed limit, he is suspicious.

And MSP can keep the $10k as a tip. No problem with civil forfeiture when it is done right and to a truly deserving individual as the perp.

But,,, But... But... The $10k was prolly his tuition for Gender Studies at Bowie State.

If I were a mule/transport of large amounts of illegal drugs/firearms or whatever, I would want to be a shadow on the crowd. If I'm driving a beat up car then don't dress like you are going out to a club, if there is a big sign as you enter a state that says "No Hand Held Cell Phone Use-No Texting" I would put the phone away. If the speed limit is 65mph then never do more then 68mph no matter how late I may be on delivery (better to get there than not at all). Like stated earlier "You can fix stupid". Chris
