Did anyone ever get clarification on this (On State Highways (COMAR 11.04.07.12)) because the COMAR doesn't say much.

Excluding all of these roads would make navigating the state rather difficult.

I'll add the whole state except for land I own or lease, yeah I'm not one of the privileged who has a permit.

That's kinda what I was thinking...north and east of the Potomac, south and west of the Mason Dixon would about cover it.
