AR15 Lower Sale Question

Not sure where to ask, so I'll ask here. I have a buddy in the military stationed in MD who purchased a complete lower at a gun show in PA. He 's considering selling it to a potential buyer who lives in VA. What is the legal way to go about selling it? Does he need to register the lower in MD?
