AR 15 ( non Colt ) H-BAR pre October Fiasco

Can someone clarify ( I think I know the answer , but asking for other opinions )?

Can an H-BAR non Colt, pre-October be freely transferred as a Cash and Carry today?

I did receive it as such ( old school hand shake ) and would be interested in selling it the same way.
