They're working on 8/5 accept dates right now, I'd guess you're looking at 3-4 more weeks. The NICS date really doesn't mean a whole lot in terms of approval dates

Is the notice in the mail the actual permit or a letter telling me I'm approved and the card arrives separately?

I was approved 9/21 and the letter I'm receiving in the mail today was postmarked 9/23.

The weekends of 7/24 and 7/31 were probably large dumps for people getting training so they probably pushed many out and put a hump in the pile on 8/4
