    I stand corrected. So I have line of sight?
    Your setup is suspect, maybe you're in simplex mode or not transmitting the tone.... Verify your basics for the Glen Burnie machine:

    Frequency: 147.075mc
    Repeater offset (+600kc) enabled/auto - watch your freq during TX and make sure it changes to the repeater input freq (147.675mc).
    CTCSS function enabled in radio menu
    Tone frequency set to 107.2c
    Antenna vertically oriented

    Davidsonville machine is all the same except repeater output frequency is 147.105mc, but I usually find the Glen Burnie repeater easier to hit from my old Millersville office.

    For years I've been thinking about getting my license but never pulled the trigger. I'm thinking/hoping that work will lighten up in the next few months and if so I might get started. However I notice that the ARRL Ham Radio License Manual (Technician), 3rd edition, is only good through the end of June 2018. Since I probably won't have time to be ready until that time or a bit later I'd like to purchase the 4th edition, which isn't out yet. Any idea about how early they release the next edition of manuals prior to the previous generation being retired?

    I believe they don't throw out all the questions, but remove some of the less relevant ones and add a few new ones. So even if you start studying now most of what you learn will be on the test.

    The tech isn't difficult. It's mostly memorization of rules and regulations and a few technical equations. I studied for the tech on my own for about 10 hours a week for 3 straight weeks and got 2 questions wrong. I'm now focusing on general.

    This. I ran through the practice tests until I could get 100% right three times in a row... then I did the General practice test. I'd repeat this as often as I could (Hotels and airports are great places to study on your smart phone). I was able to take and pass both tests on the same day.

    This fall I plan to get the Extra, studying the same way.

    The ARRL says their manual will be available "early June".
