I know enough about the AR's to have bought a couple of stripped lower receivers that I can build out later. I currently only have one AK-47 though. Can I buy an AK-47 flat prior to Oct 1 and still be legal, or do I have to have shaped it into a receiver prior to Oct 1?

You have to have completed the receiver before Oct 1. There's a gray area regarding what is "complete" as there is no legal definition for 80%. Most generally agree that bending the flat or drilling holes in a bent blank makes it a receiver. In my mind, complete is ready to rivet, all spot welding and drilling done.
