    Does this Bill come out of committee and sent back to each house or does the Bill pass by a 6 of 8 ruling on any new verbiage that comes out of the committee?

    I don't believe it comes out of this committee without being passed. Either that or it dies in committee.

    From the Legislator's Handbook (at page 63):

    For the conference committee to deliver a report, at least four of the six members
    must agree on the proposed version of the bill. If agreement cannot be reached, then the
    bill dies. If no conference committee is appointed, or if the conference committee fails to
    meet, the bill dies. Alternatively, the conference committee may be requested by the
    Presiding Officers to meet again, or a new conference committee on the bill may be
    appointed.

    If the conference committee reports a proposal to resolve the differences between the two houses, each house then votes either to accept the report without change or to reject it. Following adoption of the conference committee report, the bill, as amended by the conference committee, must be approved in each house by a majority of the total membership in a roll call or recorded vote, which is posted on the General Assembly website.

    “The bill is in what they call a conference committee, and that’s where a select group from each chamber try to work out the differences. I’ll review when their report comes out later today.”

    Tell your senator thanks for the civics lesson, but that you already know what a conference committee is, and ask how this "select group from each chamber" is qualified as subject matter experts in the sweeping scope of this bill, including but not limited to crime and suicide prevention, mental health, and also well versed in the Constitution and drafting legislation to do what they claim it does while preventing Constitutional violations. Ask why, if they're a "select group," they were "selected" at the very last minute to address and resolve complex, contentious matters in just several hours. Cultivate the seeds of doubt, which ought to be aplenty.

    The process of convening a House-Senate conference committee on HB 1302 began this afternoon (Saturday, April 7). The Speaker named the three House conferees: Kathleen Dumais (D-15-Montgomery County), Dan Morhaim (D-11-Baltimore County), and Paul Corderman (R-2B-Hagerstown).

    There will also be three senators named by the Senate president to the conference committee -- two Democrats and one Republican. They have not yet been named, but it is my expectation that one of the Democrats will be Judicial Proceedings Chairman Robert Zirkin.

    The conference committee cannot produce a bill unless at least four of the six members agree on language. If that happens, then both houses must vote again on the conference product, before HB 1302 can be sent to Governor Hogan.

    Keep in mind that there are a great many pieces of legislation moving simultaneously at the end of a legislative session. Delegates must be selective in what they devote their attention to, and constituent contacts help them decide what is most important.

    Delegate Corderman, who was appointed to a vacant seat by Gov. Hogan last December, voted against HB 1302 when the bill received initial House approval on March 15 -- he was one of only 17 delegates to do so. Certainly, gun owners in the Hagerstown area who are concerned with the type of abuses that will predictably flow from either the House or Senate versions of the bill (without significant revisions), should convey their concerns immediately to Mr. Corderman.

    Who are the Senate conferees?

    As of 7 PM, the Senate had not named conferees. The "word on the street" is that those who decide such things have decided that the House of Delegates is simply going to approve the Senate-passed bill later this evening. If that is what happens, no revisions to the Senate-passed bill will be considered, and it will be sent to the governor.

    The Senate version was accepted by HJC on straight Party Line vote.

    So, now it's on to the full House & Senate to passage. Damn Them All to live in a world where they are subjected to their own laws!
