so on oct 1 with the 2 feature limit, what will this mean for currently owned rifles? im guessing my ar has 5 features...flash hider, vert grip, detachable mag, collapsible stock, pistol grip...and the oal is under 26" (pinned 14.5" barrel)...so what does this mean for my rifles?

Means nothing. SB281 has no effect on you.

However if your rifle is under 26" with the stock fully extended and not a registered SBR, it would be illegal (I highly doubt that is the case.)

Key word is currently owned. If you bought it before 10/1/2013 it doesn't mater you are grandfathered. If it is after 10/1/2013 then it has to be at least 27" long, and not have 2 of the of 3 evil features. Flash Hider, Collapsible Stock, and Grenade or flare launcher. So based on your list the length would make it unsellable after 10/1/2013.

    Thanks

You will be grandfathered so no issues.

As for the features you mentioned:

Flash hider = "Evil Feature" (EF)
vertical grip = GTG (not an EF)
Detachable mag = not counted in EF, law will be detachable mag with 2 EFs.
Collapsable Stock = GTG (Not an EF), a folding stock would be an EF.
Pistol Grip = GTG (not an EF)

Pinned 14.5" barrel doesn't matter, you need to measure to the end of the flash suppressor to get OAL.

OAL for the state is 29" after October 1. (Page 10 lines 13 - 14)

    Keep it and enjoy. :)

Man this is complicated ! So, after Oct.1, can you legally buy in MD an AR-15 if it does not have 2 of the evil features and it is > 29" long and is not on the banned list ?

No, AR-15's are specifically banned. You can buy an AR-10 though.

Yes, if it is an HBAR. Standard AR-15 rifles and carbines will be banned.

The copy cat rules DO NOT APPLY to the AR 15 (because it will be banned), but they will apply to any rifle that is NOT banned (including the AR-15 HBAR).

If it is a rifle with a detachable magazine, it can have no more than one of the three evil features, in order to purchase it.
If it is a rifle, it will need to be over 29" long in order to purchase it
