77R Question re: AR Lower

I'm looking to buy an AR stripped lower which, as far as I know, does not require an HQL but does requuire a 77R. Correct?

My question/issue is that I've started my 77R on the MSP Licensing portal and I get to the page where it tells me to enter my HQL number or check the box that I'm exempt. I don't have an HQL nor am I exempt according to the terms. Yes, I've tried searching but search has not been my friend tonight. Am I doing something wrong? What am I missing? I can't officially submit the 77R until I get past that point.

There should be an option under HQL Exempt that states “I am purchasing a lower.”

OK, I see it now. When I check the box it gives me another drop down menu. When I read the little linky it didn't say anything about lowers so I never checked the box.
