Agreed. Even if it did it would be vetoed with no hope of override
The Governor has said previously he would sign it.
The Senate though has had bills passed I don’t know how many years now by the House and has squandered every chance. I assume one of the power brokers (Senate President or committee chair) is behind it.

    Passed their Senate today 02/01/24, Ayes-28 Nays-15.
Sent back to their House with amendments.
Let's see what their House does with it.
I think this is the close it's ever been to passing.

The Senate has never passed it. The Senate leader was the sticking block and he finally caved.
An interesting amendment was SLED will be required to hold free training in all counties for those who still want the permit: https://www.postandcourier.com/poli...cle_e5d09e26-c141-11ee-865e-43b91e5e3d2c.html
This looks like it'll finally be a reality. The rest of the bill looks good (no residency requirement for example).

South Carolina House Rejects Senate Amendments To Permit-Less Carry Bill

    Will senators kill the bill?

Republicans in the South Carolina House of Representatives have vowed to reject S.C. Senate amendments to their permit-less carry bill (H.3594).

Backers of the bill (who often refer to this type of legislation as “constitutional carry”) are frustrated with amendments which they say cripple the legislation.

H.3594 was returned to the Senate today 02/13/2024 with the amendments amended.

Oh boy are they going to steal defeat from the jaws of victory

Unfortunately yes, unless the Governor steps in and says "I want it, work it out".

They ought to just take it and come back in a year or two and clean it up. If they’re worried about the costs of the free training then I’m sure SLED will lobby them next year to drop it, and then they can all come together, “Standing with law enforcement”

    Yeah.

NAGR has called for them to pass the House version.
