Miller is either insane or senile. He cannot have a bill passed that purports to bind states other than Maryland. :wtf:

This came up last year when they had to go to court, along with VA. VA's (McAuliffe's) bitch is the exact opposite, with a Republican district under scrutiny. Both States realized that they have screwed the pooch, but Frosh and Herring have worked a back-room deal (among many) to the advantage of the DemocRATs in both states. If they join forces and pull it off, both slide on the lawsuit, VA get's to break the SoVA Republican stronghold, and the PRofMD continues to play stupid games with the electorate even though they will be required to redraw the 3rd District.

These :asshat:s in Annapolis need to pay dearly.

Damn the Federal money, Trump needs to squash Miller, Busch, and Frosh like bugs ... and we need to go all 'Terminix' on the rest of 'em.

    NDRC ... Who knew ?

    From Discover the Networks ...
    NATIONAL DEMOCRATIC REDISTRICTING COMMITTEE (NDRC)

The National Democratic Redistricting Committee (NDRC) was incorporated in the fall of 2016 as a tax-exempt “Section 527 Committee,”

NDRC's mission is to help Democrats to take control of the gerrymandering process that determines how state legislative and congressional districts are configured, and to thereby gain and keep majorities in the U.S. House of Representatives as well as statehouses across the country.

From its inception, NDRC was intent on trying to compensate for the fact that from 2008-15, Democrats had lost 13 U.S. Senate seats, 69 House of Representatives seats, 913 state legislative seats, 32 state legislative chambers, and 11 governorships. To address this problem, says the http://www.americanthinker.com/blog...oy_gop_after_hillary_wins_the_presidency.html, NDRC's founders devised a game-plan where they would: (a) take advantage of “the data-mining capabilities of all the Silicon Valley Big Money corporatist allies of the Democrats” to “assembled masses of data from Google, Facebook, and others”; and (b) use that data to “put together districts micro-targeted with just enough Democrats to win,” while shifting Republican voters “into 90% [Democratic] majority districts, shut out forever from control of state legislatures and the House of Representatives.

And it's headed by none other than ...

O’MALLEY DEPOSED ON REDISTRICTING: Former Gov. Martin O’Malley was deposed Wednesday by attorneys in a lawsuit challenging the constitutionality of the state’s 2011 redistricting process, which O’Malley oversaw. Josh Hicks of the Sun writes that the lawyers deposed Senate President Mike Miller on Monday and House Speaker Michael Busch last week.

When do we get him under oath in the HQL suit?

O'Mao's been looking for a job. Maybe he can spend the rest of his life in depositions, answering for the wrongs he committed while violating the public trust.

Both the dems and reps have used gerrymandering in the past. It's wrong to manipulate election results, this is another reason I'm a true independent. But I'm a registered democrat because if we all did that, it would make gerrymandering by either party almost impossible.

Our founding fathers feared that we end up with a two party only system. That pretty much happened long ago. http://m.huffpost.com/us/entry/1843593

I will give Larry Hogan the benefit of doubt, and presume his intentions are to try to fix the ridiculously gerrymandered system we have now. There's a good chance they might use this program to more honestly create better voting districts: http://www.washingtonpost.com/blogs...mmer-solved-gerrymandering-in-his-spare-time/

Thought this was a pretty interesting graphic.

U.S. judge: Miller, Busch must testify, turn over documents in redistricting case

SMOKING GUN ??? Where's MD's version of WikiLeaks when you need it ?

May be interesting to correlate their deposition answers with public video statements for ... uh ... inconsistencies

    Great idea.

In the Maryland Reporter article, they links to WaPo - https://www.washingtonpost.com/loca...3fc6ff7faee_story.html?utm_term=.b58764475a34

Their attorneys say they expect a bench trial this summer and a decision by early fall, with the ruling potentially requiring the state to redraw voting boundaries before the 2018 primary elections.

The software program idiotically puts lower southern MD in District 1 with the Eastern Shore ... its still splitting conservative votes and treating the 2 mile wide Chesapeake Bay like a neighborhood street or drainage ditch that can be stepped over on foot.

    Juuuuust over the line
Maybe use the software generated maps as a starting point with VERY MINIMAL modification to fix things like that. It looks like small shifts to both shores would easliy solve the problem.

Since we are talking about redistricting; Are there federal or state rules/guidelines that dictate
    1. population equality?
    2. Geographic size equality?

or are the redistricters free to draw whatever lines they choose, so long as the results are geographically contiguous?

For the most part, the only requirement is population equity. "Geographic contiguity" is so loosely defined that the 2 sections of the 4th Congressional District in MD are "connected" via a line thru park land where no one lives.

OK, which means that the sparsely populated western counties will most likely always be geographically huge, compared to much geographically smaller areas near Baltimore. Thanks.

Another Maryland Reporter Article Nails Miller & Frosh

Collins: Forgetful Miller denies partisan gerrymandering
    http://marylandreporter.com/2017/06/06/961531/

    Notable quotes:
On the flip side, he could remember intimate details about his job as a driver for a Republican in 1962, all about projects he helped secure in Western Maryland, and even columnists, like me, whom he didn’t like. With his conveniently selective memory, one wonders if Miller, 74, is suffering the early stages of dementia or if he is lying under oath, with faulty memory as an excuse.
By serving as Miller’s attorney, Frosh’s thoughts may be shielded by attorney-client privilege. But given their 20-year Senate relationship, one wonders if any of Miller’s statements might put the attorney general in a compromising position. If for no other reason than optics, it may have been wiser to allow the assistant attorneys general to serve as Miller’s counsel.

I'm not clear on how Frosh, as MD's Attorney General, can represent a legislator. He's supposed to look out for the State's interests, not those of his buddies and former colleagues. Or am I missing something? Then too, he was mixed up in the gerrymandering himself, as a state senator.

Ah well, lost in the ethics thickets, all thick as thieves. My Maryland!

This is a thought I had in a different thread: "And here is something to consider everyone keeps hanging their hat on hogan for the ability to "redraw" the lines again after the next census. Well if this case isn't finalized by then what does he do? Does he moot the case by drawing them more fairly or take the chance and leave them be hoping to get a favorable ruling from the courts?"
