The 4-0 vote by the Carroll County Board of Commissioners in favor of a resolution supporting Second Amendment rights was met with thunderous applause and a standing ovation by the crowd that attended Wednesday night’s forum at Carroll Community College in Westminster.
The resolution declares Carroll as a “Second Amendment Sanctuary County” by having the board of commissioners express its opposition to Gov. Martin O’Malley’s Firearm Safety Act of 2013. The law, which takes effect Oct. 1, bans the sale of 45 “military-style assault weapons,” requires fingerprinting for gun ownership, reduces the number of bullets magazines can legally hold from 20 to 10 and prohibits the mentally ill from owning guns.
