That's almost certainly an oversight, misconfiguration, or machine-specific filter as newmuzzleloader suggested. Most public libraries vigorously defend the 1A.

I settled on Tunnelbear. They offered me four devices for a year for $59 so I run it full time on my phone, tablet and home PC.

Late to the party but Norton, along with other security programs, has a VPN that I find outstanding.

I avoid public WiFi if I can. You don't know who else is on it sniffing your traffic, My wireless connection is frequently faster than public connections, so I dont even bother.

PIA VPN here, used it for a few years, good speed, works on the Android Platform, so fone and tablet are fine. Think outside the box once in a while.
