    I believe he was the gentleman who said he spent 14 hrs writing testimony only to have it have to be condensed on 3 bills into 1 minute.

    With due respect, I was speaking specifically to laws regarding firearm restrictions. I recall many years ago a district or county wanted to restrict firearms ownership more than the current law at the time. If I remember correctly the area ( seem to recall it was Baltimore) submitted a bill to the MGA and was rejected at the time because of preemption regarding firearms laws.

    The state doesn't have any state firearm laws that I know of that apply to one area instead of another. Maybe hunting laws?

    Preemption does not preclude the state from making state laws that are different for different areas. It prevents localities from making local firearm laws. The state can pass a law saying Montgomery county and only Montgomery county has a certain restriction with regards to firearms. Montgomery. County cannot pass a firearm law on the county level due to state preemption.
