It would have to be a copy of that specific firearm which means it would have to have the grenade launching capability.
Based on your logic the Mini-14 should be banned too because the folding stock version is banned yet it still uses the same features, parts, and functions as a normal Mini-14 as well as the SKS because of versions that take a detachable magazine.
It was a ban state compliant if you did research. The 62 came with 10 round mags and had the bayonet lug as well as muzzle device removed to make it ban state compliant.
You are confusing it with the BM-69 that kept all the features minus the grenade launcher.
Again you are looking at it too broadly. Based on your logic the Mini-14 and SKS should be banned too.

Also, what states had bans on 20 round mags and bayonet lugs when the BM-62 was made (which I think was the 70s, but I could be wrong)?
