    An officer can confiscate a weapon at will...if you read what i actually wrote youd see the HQL is just an extra reason to allow you to go on your way.

    Ummm, sorry, but have you ever heard of probable cause? Not having an HQL is not probable cause to confiscate a persons firearms, especially rifles and shotguns since the HQL has absolutely nothing to do with rifle and shotguns.

    its Not..so here is the clarification.....ready?

    Ok...if you think having a gun in your car..any gun...pistol, rifle, locked, unlocked, loaded, unloaded separated from stuff or not...CANNOT be used as probable casue by an officer if they feel like it..then you are in for a surprise. Besides the smell of something...alcohol/weed whatever....a weapon in a car, even completely legally can be enough for them to check all your stuff. So...why does an HQL help? Simple...because of what you have to do to get one. Background check through the State Police...AND fingerprinting. So....if you get stopped..tell the officer you have weapons...AND you present your HQL..then he/she knows you are on file. To him/her is kinda proves you "should" be a law abiding citizen..and they are more likely to let you on your way. That is it. Sure, it's only real purpose is to allow you to buy a handgun in MD...BUT...it is a good way to prove that you aren't a threat.

    That was the whole point of my post if i worded it badly the first time. It's like having a clean drivers license vs a whole bunch of tickets...clean you are more likely to get off with a warning. With a full page of traffic stops on their screen...you ARE getting a ticket lol. I had my master gunsmith at my old job..who was a national level competitive shooter (and traveled with guns in his vehicle every day) tell me he never went anywhere with any firearm in his car without his HQL as soon as they made it mandatory. He had gotten stopped a time or two and when the officers sounds like they wanted to check his stuff..he presented the HQL and they appreciated it and let him go. Do you need it to transport guns? Of course not...is it a good idea and possibly helpful? Absolutely...and that was my point. You can happily disagree....but mine is on me all the time...and will be something presented to an officer if i get stopped and i have guns in the car. Any gun.

    By your logic then my Utah, Florida, and Virginia ccw license should accomplish the same thing. Back ground checks, fingerprints, etc.. Somehow I don't think any of that would matter. To be honest, I don't think half of LEOs ever saw a HQL license or would even know what one is.

    If a random Ofc Wants to be a dick, they will be a dick. Not saying this scenario is common, but in Maryland the possability is greater than zero.

    However the traditional way this would play out would be the gunowners cooling their heels on the side of the road , while each s/n is called in for stolen check .

    Did a particular ofc cut a break for your friend on a particular occasion ? I have no knowledge , but will readily concede he likely did . But that's a totally random subjective thing. Back in the day, people use to catch breaks for having a particular haircut, or a particular military sticker on their vehicle . Don't count on it, or make that your Plan A .

    The law makes no differences between having a HQL or not having a HQL in regards to transport.

    When traveling, out of sight, out of mind rules the day. MD law does not require or compel one to inform law enforcement if they're transporting or carrying a firearm.

    Be sure to always follow the laws and use good judgement in whatever you do.

    To the OP, it's up to you, get one if you want to buy a new handgun. If not, then stay away from the HQL.

    I am going to refrain from commenting on a ludicrous thread, which this has become.
    But is it travelling at ludicrous speed?


    A cop can do most anything (s)he wants by virtue of the badge and gun. You will doubtless prevail in a money winning lawsuit, but will be inconvenienced before you win.

    I am off now to protest The Arm statues at Haines Point as it makes me feel uncomfortable due to my lack of arm musculature.

    Today, my objection-on-principle came to an end. I have resisted the HQL, as I find it extremely offensive to pay The Crown a fee to exercise a fundamental right to self-protection. However, it's clear that the legislation ain't changing anytime soon, and the divisiveness in this country appears to be heating up. Time to batten down the hatches. The HQL allows me to move forward while maintaining a "law abiding" status. It cost me a handful of shekels and a small chunk of my pride (being fingerprinted like a pre-criminal for the privilege of exercising legal and constitutionally-protected behavior.)

    I'm kinda bitchy right now, so I'm going to stop typing ...

    I hope so. I feel kinda dirty right now ... the kind that doesn't wash off in the shower.

    It has become clear that the HQL was doing its job - preventing me from purchasing a handgun. I'm not going to let it do that anymore.

    I didn't get mine until 2015. I held out too. Then I realized that the HQL was doing EXACTLY what the Libs wanted. So I broke down and got mine. I haven't stopped buying since I got it.

    I had to get mine to take ownership/possession while a friend is temporarily prohibited, due to being on probation.

    I felt dirty getting the HQL, but legally I had to do it.

    Don't feel bad MM, I caved in today. There are just too many good deals out there, and I couldn't take it anymore (Gym Ratz latest LCP sale that I missed pushed me over). Plus there are a couple Rugers at my Dad's in N.C. that I want up here.

    I had set up my "account" with MSPLD about a year ago, and just couldn't go through with it. Today I succumbed. Stepped out of the office today around 11:00AM to go get "scanned", came back and filled out the application, and I just checked and my HQL is already active.

    I thought I would feel dirty as you described, but I actually feel somewhat giddy.

    I've had my C&R since early this year, and sending in my MDDC tomorrow.

    It's ON!
