It’s both. And maybe HQL as well. I got one yesterday AM which I assume was because of my Wear & Carry. Then I got my designated collector approved in the afternoon after an email exchange and received the MSP email a second time.

Everyone keeps saying MSP has no valid reason to run the SN of the gun to verify it’s not stolen, but that’s done every day with cars. Sometimes not even pursuant to a traffic stop. How come they can run license plates, but not guns?

I know. I was in Kentucky two weeks ago, and it was similar. I called and asked if I came in alone,could I rent a gun, and once again it wasn’t an issue.
