Sounds like you've been to Illinois! No permit is more expensive or requires more training than Illinois' CCL. With 23 categories of prohibited areas, I'm not sure if there are any more restrictive "shall-issue" permits out there.
The real stickler is VOLUNTARY admissions to a mental health facility. Illinois considers that a disqualifier for firearms possession for 5 years. Most states only care about INVOLUNTARY mental health admissions.
