My 03FFL expired on Nov 1. Can I now apply for a new 03FFL, or is there some "grace period" meaning I would still have to apply for renewal of the old license?
I hadn't actually intended to let it expire. There have just been too many other issues to deal with, and the renewal was way down...
Also, if the lower is transferred using a 77R, the "other" box must be checked. If the FFL transfers the lower as "Rifle" you cannot build it as a pistol. At least, that was the case when the 77R was "required" for a lower.

A word of caution regarding a stripped lower - if it was transferred to you as "Other" you can legally build it as a pistol, or as an HBAR rifle. If the lower was transferred to you as a rifle, you cannot legally build it as a pistol.
What am I missing? AFAIK, AR-15 lowers are not banned. I bought one cash-and-carry last year from a MD dealer. They only become banned if you put a non-H-bar upper on them. Given that AR-15 lowers are perfectly legal, I can't understand why an AR-10 lower would be any issue.
I realize this. Just pointing out another downfall of gun control. Beside the fact that it doesn't work, it also leads to unarmed police who have to run away from criminal with guns.

The Sig brace should not matter. According to the ATF letter, it is still just a pistol with the Sig brace installed. It would only need the NFA stamp if it had a shoulderable stock and the OAL was short enough to make it a SBR. That is my understanding, anyway.
Only one thing missing: the lower *MUST* be transferred to you as "Other", not handgun, not rifle. If it is transferred as a pistol, you must have the HQL. If it is transferred as a rifle you CANNOT build it as a pistol.

I have bought a stripped AR lower, which I will pick up in another week. The paperwork was done as "other", so I am GTG on that. If I decide to build it as an AR pistol, what defines it as a pistol...
