I will never believe that it actually took BATF that long to take the steps necessary
to approve the form 4. They are deliberately delaying the approval of NFA transfers.

This is absolutely correct. Additionally, the guns can transfer via "intestate succession" in cases where there is no will, with no paperwork or background check, even across state lines.
NFA items require Transfer via a Form 5 (tax free) if a bequest or intestate succession.
