    My friends daughter is a senior at the academy and wants a MD carry permit. Of course she doesn’t have a DD-214, is there a waiver for students attending a military academy?

    I can't believe you posted a link to an obviously illegal site where you can source material and instructions to build your own unregistered privateer schooner. I hope Montgomery County is reasonable and gives people a few months to serialize all previously built model boats... Better known as evil "Ghost Ships."

    Active duty military are training exempt. Service members currently on active duty will not have a DD-214 unless they have had a break in service. There are some exceptions, but most will not have a DD-214 and will have to use some other supporting document, such as their current orders, to get the training waived.

    She is currently a recruit officer at the academy and will not actually be in the USCG until she is sworn in. The only thing she can do is get a letter from personnel stating she is a cadet and a copy of her shooting qualifications to attach with her application.

    Anyone now if an active ROTC scholarship student is considered active duty? That is once they contract.

    I'm assuming OP referenced the Naval Academy (Annapolis, MD) and not the USCG Academy (New London, CT).

    Yep, Naval Academy. It will be illegal to upload her ID and considered active duty (didn’t know that), assume letter from administration stating she is a midshipman to upload to MDSP.

    Midshipman is a rank. Midshipmen at the Naval Academy are technically in the US military.
    Not technically, they are.

    "The student body is known as the Brigade of Midshipmen. Students attending the U.S. Naval Academy are appointed to the rank of Midshipman and serve on active duty in that rank. A naval academy midshipman is classified as an officer of the line, though their exercise of authority is limited by their training status. Legally, midshipmen are a special grade of officer that ranks between Warrant Officer (W-1) and the lowest grade of Chief Warrant Officer (W-2)."

    Being subject to the UCMJ makes them 100% in the military.

    The only thing being that the 4 years doesn't go towards the 20 year retirement, but only for time in service for pay.

    Cadets from all U.S. service branches rank below a warrant officer (WO-1) and above all enlisted ranks. The US Army has a program for cadets called CTLT (Cadet Troop Leader Training) where cadets during the summer were attached to a regular Army unit and served as a “3rd lieutenant” in leading a platoon size element or be placed in other lieutenant positions. They were treated as an officer during that time frame. Active Duty? No.

    It is good to take pistol training like anyone else because you hardly get to handle the pistol like civilians. I rather hang out with civies who can shoot than some 20+ years' service member who worked on fixing truck or avionics.

    Audie Murphy did not learn how to shoot in the Army.
