Does anyone know how late in the day MSP issues permits?

We’ve seen approvals later than normal COB, but by “issue” do you mean the act of physically mailing out the permit card? Because (other than using your new permit number to apply for a free HQL) it’s all academic until you get the card via USPS, several days after approval.

I have seen after 11pm and very early mornings 2am. It seems they sometimes are running a 24 shift.

You could receive approval any time of the day or night. I’ve seen 6am, 2am, 11pm.

majority seem to happen during regular business hours though some do come through after normal business hours.
