    I gave up on Hanover, and took advantage of the great weather earlier this week to do the long drive to Lock, Stock, and Barrel in Carroll County. Got the job done with no drama, to ATF spec.

    Not meaning to add mud to this issue, the Maryland State Police do not require you to register your gun. I
    An unregistered gun is perfectly legal only if it NEVER LEAVES YOUR HOME. Once you step outside of your house, an un-serialized gun is illegal. This means that you cannot transport it, use it at a gun range, carry it on your person etc.. So now you have a P80 or AR sitting in a safe and there it stays. Gee....sounds like fun.
    I am a type 1 FFL also licensed by the Maryland State Police. I have had people tell me that they will never register their guns. Guess what?! I don't care! I don't make the laws. I don't enforce the laws. I just follow the laws. Everyone has the right to follow or not follow the laws. Remember, play the tune, pay the piper.
    Regarding the ATF, as of August 24th this year, by law all ghost guns are illegal...period. If there is a indecent involving a firearm then the ATF will be there investigating. Your choice.
    After 3/23, it's illegal inside your house too.

    If you get a PMF serialized with the ATF method, then is there some additional process like an NICS check done at the same time? Just wondering what the purpose of engraving is if you don't need to register with the MD State Police?

    Hi thanks for reaching out. I'm on the same page as you, a lot of the Maryland and federal regulations don't make much sense but I have some answers for you.

    The ATF considers the engraving of a PMF by an FFL Manufacturer to be a gunsmithing service and does not require us to complete a NICS check (in my opinion, probably because it's providing a service for a you already own).

    So this may be redundant but once you get it engraved per ATF requirements you don’t have to do anything else and it is good to go in Md and legal to carry, take to the range, etc?

    I document the engraving in my FFL electronic bound book. They don't get submitted anywhere but are subject to audit by the ATF if they want to review my books. I would also email you a copy of thay record and my FFL for your records.

    Yes, if you can legally own/carry a handgun in Maryland, after I engrave your PMF it will be just as legal and compliant as a normal gun you purchase at a store.

    The ATF marking even though the weapons arent directly reported to the authorities and registered...it has a paper trail now with the FFLs books. So if a crime is committed with weapon they can goto that FFL and figure out whos gun it is. Its just a simple number they put on it...painless. But FFLs are charging more for this because the additional paperwork and liability. The Maryland method I dont think had any book keeping and you registered it with the MSP. Ive been told the ATF method makes it more official and now you can sell the gun now if you want. The Maryland serialization would just apply to Maryland and if you pass away the gun would have to be destroyed.

    I agree with you @asdaven. Thanks for sharing that because what you said is important information.

    I would also like to add that the Maryland method is no longer allowed to be used as of Aug 24, 2022 and guns that had been serialized the Maryland way must still meet federal requirements (ATF method) by Mar 1, 2023.

    So people that had them done the MD way still need to go to an FFL to get them done the ATF way.

    For those, I can fix them one of three ways:

    One: If there is room, and I have not used your unique number already, I can simply add my FFL number before your number.

    Two: you dremel out your number and I put the ATF compliant one over it.

    Three: If there is room, you leave the MD number alone and I put the ATF compliant one above or below.

    I just want to give some positive feedback and recommend Alejandro with Blue Customworks. He engraved a number of my firearms at AGC and they came out awesome. I was very impressed at the quality and precision. He was able to engrave one lower through the multiple layers of duracoat without any damage.

    I don't think so. They just want a firearms trace to work if it becomes a crime gun.

    So in the case of the ATF method, the S/N would lead them to the FFL, where they could then look in their book. Same way as other traces are done, where they start with the manufacturer and work backwards.

    I purchased a lot of P80 units several years ago. When the MD law went into effect, I paid over $250 to have the MD S/N engraved on 12 of them. I have about 12 left. Four have engraving plates the remaining do not. I assume I need to destroy the ones without the metal plates. (cut in half with miter saw and dispose of each half separately). I plan to destroy the 4 with plates too because it is too costly to engrave them and the laws are clear as mud. I assume that approach for the unengraved units are OK.

    Am I also reading that the 12 I own with the MD S/N are no longer valid after paying all that money and registering them with the 77R? I do not plan to use them outside of MD.

    My interpretation of the email from MSP (screenshot below) with regards to your question is:

    1. If the PMFs you had engraved to the Maryland standard AND registered them with MSP before Aug 24, 2022, then, from my interpretation of MSP's email, is they are legal for you to own in Maryland and you don't need them to get engraved again.

    2. If you had them engraved the Maryland way and did NOT register them with MSP before Aug 24, 2022.

    - OR -

    You DID register them before Aug 24 BUT:
    a.) Wish to sell, transfer, or have to put in an FFL's inventory for any reason.
    OR
    b.) Plan on taking the guns to a state that has serializing requirements (I don't know which others do)

    -Then I would recommend you get them engraved the federal way.

    If you decide you need/want to get some of them engraved to federal standards, you can contact me and I'll try work with your specific situation.
