    Has anyone gotten one back approved yet with just using self defense as the reason for the license? I'm taking my class the 10th and 11th so I'm excited to know.

    Yes because I applied 2 hours after the ruling. Ran out got my prints, ate a Sammy and submitted

    Two hours, I started with mine the same day and my number is 164xx and submitted at 7 pm. That means 5 thousand started the app on thursday. I was close to when it dropped started the app at like noon, went to the office got finger printed on the way. Came home and finished the app.

    Yesterday, I found the least expensive class I could get in to even though I'm still on the fence about the expense. I called to ask some details and double check the price. In speaking to them, they were pretty adamant at applying as a business owner, which I do not want to do (even though I have followed SG's model). They were basically talking me out of applying any other way. Needless to say, not really interested in going there.

    Neither is the need for references or an "interview".
    No matter what the instructors believe about the “good and substantial” requirements that are in place, all you need to proceed is a signed training certificate (MSP 29-14) showing you attended and scored more than 70% on the practical test.

    You decide what you put on the application.

    I would suggest you use more than “because I want one” in the narrative.

    Others here can help with practical “reasons” that would get your application accepted for investigation.

    In the last line of your personal narrative you should cite NYSRPA v Bruen and the Constitutional right to self defense outside your home and workplace.

    Started filling out after 16hr training in March

    There are three pages of qualified instructors in Carroll County on the MSP website.

    Can any of these teach the 16 hour course?

    Any individual who has a valid QHIC or QHIL (unexpired) can give you the training and record both your attendance and score on the mandatory 29-14 form.

    It’s up to you and each individual to choose from the list and schedule a class that fits YOUR schedule and that you can afford.

    I don’t agree with anyone who says “don’t apply” unless you actually have prohibiting convictions, a restraining order in effect, a drug or alcohol abuse issue, are an illegal alien, a fugitive (person with an open arrest warrant), or have been committed to a mental hospital for more than 30 days.

    ****Referring to 18 USC 922(g)(6)- if anyone reading this was dishonorably discharged from the US military for being LGBTQ ️‍ + in the past 60 years- PLEASE apply anyway. That section of the law really needs to be struck down. ****

    One week would be absolute record time for a submission to an approved permit in MD. My bet is that they'll be slow rolling these for a good while (i.e. closer to 90 days). I'm applying in a few weeks, so it would be fantastic if MSP would just start doing what they'll be forced to do shortly anyway.

    Only as a reference to the law, not as an approval statement. Bruen is very clear that the standard needs to be objective. I dont see how calling references is objective unless they stick to a script.
    I find it fascinating that the HQL application and the 77R - and the 4473- don’t ask for references.

    The same applications don’t require a “good and substantial reason “ for the HQL or the purchase of a regulated firearm, rifle, shotgun, or ‘other.’

    The Machine Gun registration form doesn’t ask for a reason.

    The application for a Collector’s Letter doesn’t require a reason.

    The application for a Dealer’s License doesn’t ask that question.

    Why not, if there is a compelling government interest in requiring a “reason?”

    The fastest approval I’ve seen was 14 days, in the case of a student who had a DV Restraining Order in place and the Respondent was pending trial for violating that order.

    Permits for Security Guards and Private Detectives (first time applicants) run about 30 days, without any criminal record (based on anecdotal information, no official stats).

    These new (post NYSRPA v Bruen) applications shall be problematic until the State government receives a court order specifically that strikes that portion of COMAR 5-306.

    Only after that happens may we see permits issued in the same time it takes to process a 77R.
