What about mirrored lenses?
And what are the specs for glasses or other paraphernalia indicated to counter this type of light ray? THAT'S what I'm trying to get clarity on.

Can we narrow down this consideration to the kind of handheld units reasonably available--in terms of availability and realistic cost--to Antifa types? Consider thye user and his/her intended use and sought-after results?

Take a quick look on ebay. Red, Green, Purple, and some other colors are readily and cheaply available. Quite a few are more powerful than the 5mW limit; they state 5mW in the listing, but they are much more powerful-some will pop a balloon or light a match. Don't ask how I know
Not really. As noted above, handheld units are readily available in colors/wavelengths that span the visible spectrum. Blue is short wavelength (400nm) while red is long wavelength (700nm). Green is middle-ish, at 535nm or so.
Cases being reported of law enforcement personnel in Portland being blinded. That, along with reports of signal jammers being used against law enforcement communication seems to point to increasingly "professional" profiles of the criminals. We discount their ability to do harm at our own peril

I doubt that a typical basement dwelling ANTIFA SJW would be solvent and sober enough to source and pay for an industrial laser. So we're back to cheap laser pointers, IMO. If they wanted to do extensive permanent damage they'd use a baseball bat, black iron pipe or a gun.
And I still like the "Gas N Go" strategy if I was in that situation.
