  • I picked up my packet and was a little troubled by their record keeping. According to MSP Licensing, I own 6 regulated firearms they don't have details on. I guess it is time to start comparing serial numbers on the firearms to their database.
Has anyone else had this issue?
(On a positive note, I ran into Eruby at Licensing and the MSP counter staff was very polite and efficient)

That's bizarre. Why would there be a record in the database if there's no firearm married up to it?

I'm going to go out on a bit of a limb here, but I will start with, I have NO WAY TO VERIFY OR SUBSTANTIATE ANY OF THIS, but this is strictly my personal opinion. Take it for what you paid for it....

About 10 years ago, before I moved into the job that I have now, I was a police dispatcher for 13 years. Being the resident "gun guy" on the shift (and everybody of course knew it), I had accsess to, and some reasonable knowledge of the old "MGUN" system - more than anybody else did anyway. In all the guns I ran - including many of my own, to show others how to looks for guns, owners etc. I ran across probably a third of mine and others (and there were plenty of mine :) ) that were all regulated purchases in Maryland, that were exactly the same as what you have there. Application with no listed gun info.

My * guess * is the dealer did the paperwork, sent it in, MSP ran everything (local/NCIC/NIC check etc) faxed a copy back to the dealer - or seller not disapproved, and filed it. When the dealer (or barracks if second hand sale) sent the completed info back, they threw it in the file and never updated the system, thinking IF they needed to backtrack something, they could, and it wasn't worth the time to update the computer system.

If you called Pikesville ( and I did once or twice) they would hand search and find what you needed, but only under extenuating circumstances - shot at a cop/crisis kind of thing.

Food for thought. Hopefully this doesn't sound like a 3 year old wrote it...

Going through my pile, I had two of these too. I can probably figure out what these are based on dates, but I wonder what good these would be for confiscation... Them: "Sir, we know you have two additional guns you haven't turned in". Me - "What are they?" Them - "We were hoping you could tell us".

Interesting that there appears to be no additional information on the "feature" assault guns, like an SKS with removable magazine or Mini-14 with folding stock... they just show up as SKS and Mini-14.

Doesn't all this sort of hamstring the state's intention to make sure everyone registers all of the required firearms? If its database is so broken, how can they claim a person owns any firearms at all?

This is the million dollar question.
I stated many pages ago that ~10yrs ago I sold a Flat Top Blackhawk to an out of state buyer (via Christian Soldier FFL) and I have zero records of that transfer and it is tied to me via MSP. Everything else I disposed of, I can form at least a basic paper trail of where they went.

MD will probably just do the whole guilty before proven innocent type deal and say screw you tax generating objects.

In other words, it seems as if none of their record keeping would hold up in court.

google is your friend, I am not.
The fact there are six is really troubling.
Based upon dates and/or FFL's, I know what four of the six are. There is one from 2005 and another from 2006 that I have no clue what they were.

yeah, troubling... why are there only 6? Amateur!

If you can stuff all your paperwork into a first class (maybe 8x11) envelope, you need to work harder!

There are six regulated firearms tied to my name and address without any info on what the regulated firearms are. No: make, model, serial number, caliber, etc. Nothing, zero, nada, zilch. Just documentation that on X date, I bought a regulated firearm.

Well, you obviously need to go register those six right now!
