All the bills where he announced veto (like the school calendar and min wage), the assembly got out of the way early so that they could override while they were in session.
If the Governor were to operate from the perspective that it's a losing cause at face value (simply because of super majorities), then yes, obviously it would be stupid. But, if the Governor were to operate from a position of strength and doing the right thing regardless of the other side's strength and position, it could be a completely different outcome. It's called taking the high road.
In the case of the HPRB repeal, the Governor could have challenged them on it in public, educated the public at the time as to why it should continue to exist, tell the public about the politics of why the democrats want everything to go through the OAH (like other progressive statist states), and fought more for his sentencing at the same time even as a counter proposal. He could have done so much more than he did this year. This is what leaders would do.
But, didn't. He is not a leader. He thought about himself instead.
Your way = immediate abolition of HPRB.
Hogans way = 7 month reprieve and delay.
I like his way. We get 7 full months to do what we can and maybe see some cards from the Supreme Court. Which shows why some people make it to the .gov mansion, and others just bang pots and pans.
Why does it matter if you take a loss today or take it 7 months from now it is still a loss is it not? What's wrong with expecting better from our "leaders." Exactly how many reviews are going to be done by the board between now and when the veto is over ridden? And of those how many wins will be appealed to the OAH and have the MSP position upheld? So how many wins will be allowed to stand?

Sorry, but I cannot take credit for pioneering the "be a leader and take the high road" approach. That is what real leaders do when they feel strongly about something. He is not a leader and never has been. Not everyone can be a leader. The only thing he feels strong about is his political future.
So, Larry did the only thing he was capable of doing: he sat in his team's end zone and punted the veto. I'm not a fan. Maryland deserves better. Sure, we benefited this time, but all I need do is point back to last year. Same man. Same self-serving belief system and lack of leadership.
