Can i order a lower receiver online, like from PSA, and build an AR pistol? How would I go about this?
If you order a dedicated pistol caliber lower, no 7 day wait.
If you order a regulated lower(standard AR 15), you will be required to wait 7 days.
Either way, you will have to transfer it through an FFL in the state of your residence. Most FFLs will charge you $40-$50 for the transfer. Get in touch with your local FFL(gun dealer/gun store owner) prior to ordering to let them know of your intentions.
Mine was actually cheaper through my FFL after all said and done, out the door was $115 for a Ruger lower.
What is the guideline on 80% builds in regards to AR pistols?
If building from an 80% you are gtg on the pistol. It is not a regulated item in that form. After finishing you already have it, no purchase or transfer. Also from what I have read here, no HQL needed for a pistol build from an 80%. Hopefully, others can correct me if I am wrong

Thanks for your replies. From this thread as well as a little more research it seems that AR lowers aren't regulated but FFLs will treat them as regulated and make me wait?
MD is weird. No HQL needed for a lower, but still a seven day wait. It's not the FFL making it up.

So it would have to register it then I wouldn't be allowed to purchase another lower or a pistol for 30 days?
