Seriously? The HBAR provision was for rifles chambered in .223rem/5.56mm based on the AR15(d.i.) gas system. Copy cat standard. Other calibers and piston operation were "exempt ", more.or less.

Thanks. I really have not understood the law as it referenced HBAR legality. I was under the impression that any AR sold in Maryland after 10/2013 needed to be HBAR. That's why I have a 7.62 x 39 HBAR. My bad.

Echoing a question someone else posted a few pages back: if this bill passes in its original form (only 2013 and older grandfathered), can you just change the upper to a different caliber (like 6.8mm) to technically be in compliance?

...or if not, maybe getting an AR-10 chambered in .308 would be cool. There's something poetic about getting a gun that's about twice as powerful (in muzzle energy) to comply with an idiotic law.

Yeah, there are going to be differing opinions on what "technically be in compliance" means, and I am pretty sure my view on it is going to be different than the majority of opinions on here. You might want to read the Attorney General Opinion from May 24, 2010 and then the Maryland State Police November 4, 2010 bulletin. I'll attach both of them here for you.

Reconcile the two and come to your own opinion on what is legal.

Well the panic buying is on and it's not just ARs ..I went to Bass Pro this afternoon to buy an optic and there were 10 in line ahead of me all buying long guns. The salesguy said it had been like that for weeks..

What are they buying? Long guns because they are worried about the LGQL? That might be the only thing that makes sense. Plus, you can still order those in right now and do a transfer on them without the LGQL. If the LGQL bill passes, I think I will be buying one more bolt rifle and calling it a day on firearms until I leave this state. That will help the wallet and make my wife super happy. Have to laugh or I would cry.

So far as I can tell, Ivey has yet to introduce an amendment to his bill to add the grandfather provision, or am I missing something? Is it because he knows that the bill won't come out of committee, or was he just full of sh@t?

It has not moved. I can't speculate as to why it has not been changed or withdrawn, but most bills I'm tracking at the moment are the same: no movement.

I was there for an hour waiting. Several were buying tactical shotguns. One guy wanted a Ruger PCC, one guy wanted a 10/22 takedown tactical model. I didn't see anyone buying a handgun..

One thing we should all do here is support our local gun shops assuming you are not building your own. If you are looking for a complete AR15 HBAR I would call Mark or Tom at 2A Sales in Jessup, MD. I think they are the best gun shop in MD. Call them and ask them about buying a complete rifle. Just a thought!

I am willing to bet he has no intention of adding a grandfather clause because he already knows he has the votes to pass it as is. When/if it passes it will embolden him...look for a similar bill next session from him banning the entire AR platform from 22LR through all AR10s. Anything that resembles an AR will be verbotten.

We won't see any amendments, if any until there is a committee vote. We won't see any changes/withdrawls either until a committee vote.

This. Also it hasn't been crossfiled with any bill in the senate either, so there's that.

Crossfile really doesn't indicate anything other than the other house doesn't have a similar bill. Many bills have been passed that did not have crossfiles.

    Of note:

    http://mgaleg.maryland.gov/pubs-current/current-session-dates.pdf

    Specifically:

March 4 55th Day – Final date for introduction of bills without suspension of Rules

The more important date is March 18th:

69th Day – Opposite Chamber Bill Crossover Date

Each Chamber to send to other Chamber those bills it intends to pass favorably

Opposite Chamber bills received after this date subject to referral to Rules Committees (Senate Rule 32(c), House Courtesy Date)

Twice now—once in House hearings and again in the Senate hearings I have made the argument that the implementation, or even the threat, of a Long Gun Qualification License will dramatically increase the number of long guns and shotguns sold in Maryland.

The first issue: the rational decision to obtain a rifle before this disgraceful threat materializes of having to get photographed and fingerprinted and billed.

And, then there’s the buying of long guns as a workaround to the “loaner rifle” trap that could put people in jail.

Each time I have forcibly challenged the Democrats to consider that they are fueling “panic buying”... they get REALLY uncomfortable and fidget in their chairs.

I am certain it is the argument that has the best chance of taking down the LGQL.
