Sadly ex post facto doesn't apply. The bill is repugnant, pointless, but not ex post facto because you would have until 1 October to get rid of what you already possess before possession became criminal.

Good luck getting AACo Sheriff, or their home county sheriffs to do the arrest. Some will but others are not big enough to handle the County Police.
