I posted this in the other thread. Turns out, there is precedent for the ATF deciding something is NFA, after its been on the market, and requiring people to register under an amnesty program (no tax).
Look at what they did with "street sweeper" shotguns (ATF rulings 94-1 and 94-2, for USAS-12, Striker-12, and Streetsweeper shotguns). ATF reclassified these shotguns as NFA destructive device items and granted amnesty registration with no tax for people who owned them prior to 1994-1 ruling. People had bought them cash and carry. Amnesty ended 2001 (see ATF 2001-1). Transfer taxes only applied prospectively after 1994 ruling.
What they will do about serial numbers, IDK. But it should be easy enough.
If I was a betting man, and I am, I'd bet that they follow the same precedent. IDK what form they used or if fingerprints were required for registration... but seems likely they will resurrect whatever form that they used. Also, 2001-1 says:

And since you’re a betting man, how long before md requires serial numbers on 80’s of all and any kind? And then for another awb since now they will say some folks can fire just as fast as bump stocks using their hands, or maybe they will make us serialize our hands next, you know bill 666 in the House and senate and mark us as the beasts they think we are??

Our side has a case that a Bump Stock law that does not offer compensation for banning possession violates the "takings" clause of the Maryland Constitution.
I am a proud Bump Stock owner and have already volunteered to be the first plaintiff in any lawsuit.
