    I just received a reply from my most recent PIA from the MSP with the following information:

    Number of active Wear and Carry Permits (W&C) as of 03/31/2017: 18,300. This is an increase of 163 permits (+0.90%) from last month (18,137).

    Number of active Maryland Handgun Qualification Licenses (HQL) as of 04/14/2017: 75,479.

    Less than a quarter of those "qualified" to purchase handguns in MD have been granted the ability to carry said handguns. I would have thought that the number would have been much lower, but it is still a telling statistic.

    I didn't look at it that way, but your right. That is a huge percentage (24%).

    I think what is more telling is that after almost 4 yrs only 75,000 people in a state of how many million people( if its 7,000,000 than that means 1.07%) went through the hoops to be able to buy a handgun. But also consider the fact that IF you get a permit to carry you automatically get a HQL if you request one, so there's that to consider too.

    As of the 2010 U.S. Census, there were 4,175,913 people in MD 21 or over, which equates to about 1.8% of the population has an HQL. That number should actually be smaller if there was more recent data.

    I've no doubt that this is all working exactly as envisioned... making handguns so difficult to purchase necessarily will drive down the number of people willing to go through the trials to purchase them, in turn limiting legal gun ownership in the state of MD, which is precisely what the antis want. If only they could have instead had any effect on illegal gun ownership and its side effects....

    Remember they have been issuing carry permits for a much longer time than HQL's. If you compared the number of carry permits vs the number of handgun owners in Maryland the percentage would be much lower.

    Minimal corelation between HQL holders and W&C holders .

    At least 3,000 of W&C holders are/ are able to be issued handguns by their employers. W&C holders carrying POP's ( personally owned pistols) may well have owned them prior to 10/13 , be HQL exempt ( particularly retired LE being a major catagory for G&S ) , or otherwise aquired pistol legally without HQL.

    Active and Retired Mil is HQL exempt. Prior service, but not retirement eligible is training exempt.
