Many DOD contractors have a policy that doesn't allow firearms on the property (parking lot) even in you own car, then you have the Metro riders, DC based DOD contractors that are double screwed. Do not use your backpack for a range bag and leave spend brass in the backpack then go to work and set off the metal detector, quick way to lose your 2A rights due to a simple oversight.

Add in a TS clearance an the ISIS threats on the military, DOD employees, and DOD contractors and the chance goes up tremendously. I just received an e-mail from a contractor that got a restricted (While not on duty) carry permit, which is basically an unrestricted carry permit since he can't carry his firearm at work, but his employees ons allow him to store it in his car in the parking lot.
He and several others at his work have gotten their carry permits, and are working with their security director to come up with a process for all employees there to get a carry permit.

With >22M personnel impacted (many of them here in MD), the first OPM breach permit recipient would be a hero to the huge mass of Maryland residents who would quickly follow suit.
I can say, with 100% certainty, as long as you articulate your position correctly you will get one. You may not even have to appear in front of the board as I know someone who did not using the same arguments I did in their application. I feel like sending MSI the verbiage some guys and I used in order to shoot it out to others to use moving forward. Some will say you have no chance and not to bother, keep in mind those are the people who have no insight or personal experiences with applying and receiving a permit in MD. I am telling you that if you have TS or greater and work in anything that involves Intel or IT work, you are good to go. This is from my personal conversations with the MSP, Department of public safety, as well as other I have assisted with obtaining theirs. A secret may also be valid but I do not know anyone who obtained their permit with just a secret.
It's great that knowing some foreign operative has someone's fingerprints, personal information, and level of clearance means they can probably never leave the country for fear or realty of being abducted. But to answer your question, probably not.
If you don't succeed with MSP LD under their SOP you will always have a second crack at it before the HPRB under the actual law, i.e. overly restrictive SOP does not = statutory requirements.

You have to articulate your G&S justification so that a reasonable person, upon reading it, would agree that it satisfies the following, as per MSP's SOP:
PERSONAL PROTECTION: a good and substantial reason for the wearing, carrying or transporting of a handgun for an individual who is at significant risk of danger from another individual(s) and where the individual’s apprehended fear of reprisal is based on more than his/her personal anxiety and beyond that of the average citizen that he is being targeted by individuals wishing to him harm.
It is very doable, but you must describe in plain english how the OPM breach creates a personal apprehended fear of reprisal. If you can't think of how to connect the dots, then you don't really have apprehended fear, and thus no personal basis for a permit. Likewise, if you do know how the dots connect, then you have apprehended fear, and your job is to detail it.
