    For future reference Mr Leggum is the boards legal counsel.

    Chairman asked him how to handle current permit holders with regards to going into closed sessions. Leggum says they need to go into closed session to read over the law and decide on that before making an announcement.

    Chairman asking jv lawyer why retired police are forced to go through leosa and not treated like any other citizens.

    Jv lawyer says he can give advice in closed session...

    Chairman says some terms from msp testimony such as "shelf life of a threat" are confusing because they don't exist in comar and the board can't find it anywhere.

    Current msp sop does not specify anything about police reports, but merely the word of a 3rd party.
    He says it's very confusing and they are looking for clarity on these things.

    They should do this before they deny more people with the current "sop"

    It is kinda shitty to ask him point blank. Gaining a higher respect for Wilson as he continues. This man has it right, this man is possibly making history RIGHT now....

    Chairman questioning jv lawyer about what should happen with a split vote.

    He says the board is empowered to afform, overturn, or modify. In order to do that the board has to act. A tie vote is a lack of action on the part of the board. Essentially they have done nothing. If there's no vote, it's not a matter of burden of proof. The decision of Msp stands if the board doesn't reach a majority decision. Board should be able to motion to revote in this case.
