I smell a rat...they did this on purpose too! They effectively made the law have an effective date of 9/21/2013, knowing that 8 day dealers would cut off early to get people their arms.

Now, they change their tune last minute, because they know they are in for a world of hurt. If these actions don't admit to their failures, I am not sure what does.

Also, feel free to merge and prune with the AGC update too.
