Plan D? Not worth the hassle.
Ya, i know where it comes from - they are codifying an already broadcast requirement they imposed on the fly. It essentially adds burden to FFL's (they have to resubmit the application) and since the law allows for 7 day release, it is not necessary. And is not traceable to any legislation.

Just realized something. Wonder how many of those application counts and backlog counts are duplicates?

    so do they :)

The burden on the dealer is nothing compared to the burden on the state. But I think it is handled on the input side and they do a NICS chk which then expires and they do it again.. we could fix this for them or we could let them do what they have been doing... :)

The operative phrase here is "solely DESIGNED for use" There may have been later applications developed, but that was not the design intent originally. This seems key and they need to define how they interpret each type of ammunition's original design usage. IMHO, they took the lazy route here and left it wide open to interpretation.

(am still searching for that amendment that inserted b and c)

Kill the word solely and maybe. Nothing is designed solely for anything.

    originally maybe .. but solely?

If we insist on a list we may then contest the list..
