This one requires dealers to maintain a database of all firearms transfers (not just regulated) and it allows the Secretary of the State Police the ability to choose how long the records are kept.
The records shall include:
*Name & address of each person who buys/sells a firearm
*Precise description of the firearm
*Make, model, caliber, serial number of the firearm
*Date of the transfer/sale
Other highlights from the bill:
*A FFL will be required to submit the records to the Secretary within 24 hours of receiving a request by the Secretary for the records
*After a FFL closes, the records are to be maintained (not destroyed)
*The Secretary shall inspect the records at least once every 2 years
*The Secretary may inspect the inventory & records at any time during normal business hours
*Any person violating this bill is guilty of a civil violation not exceeding $1000. A second or subsequent offense means the person is guilty of a misdemeanor subject to imprisonment not exceeding 3 years (now you're a prohibited person).
