Does anyone know if the carroll county Sheriff still signs Form 4's? If so does anyone know the best time to go to have them sign it?

Yes, however if you take it in to have them sign it in person and one of the Deputy's is on duty they( more than likely) won't know what to do with said paperwork. Hopefully the lady to the right is there and she will tell them how to and what to do with paperwork. Just my experience.
