    Is it legal to buy a rifle from an instate seller and have it shipped directly to you? Seller would send copy of DL and letter stating he's legal to buy a firearm and/or a copy of HQL.

    I don't think that is legal, I think anything involving shipping requires a FFL, no FFL only applies face to face. Someone more knowledgeable will chime in.

    I have not seen anything in Maryland state law that prohibits what the OP is talking about. It is riskier behavior than I'd feel comfortable with, but I think it's legal. Willing to be convinced otherwise, of course.
