    I know the ruling is that an SBR has to be on the handgun roster but does that apply to submitting a form 1? Specifically if I buy a stripped AR lower does it have to be on the roster to submit a form 1?

    An SBR has to be on the roster for sale, or transfer, not for a Form 1.

    A stripped lower is not a rifle or a handgun. It is an O. Since it could be an HBAR, it doesn't need to be on the roster. You will have to submit a 77r and wait 7 days

    As long as it's OAL >29" and has only one copycat feature, you're ok with an SBR as of now.
