Guidance from MSP says if the lower was bought before 10/01/13, you could assemble a lightweight barrel rifle.

They have way too many options for me to quote you on anything. If you could provide some idea of what you want (barrel length, hand guards/rail system, front sight, gas block, free float, caliber, etc.) I can give you quote for something.

556mm, 16 inch, flat top preferred, probably just A2 style front sight so regular gas block, I'd like a quad rail, but I am flexible on that.

I haven't shot one that short but have friends who have. They say its not bad. I wouldn't keep it too close to my face because of the muzzle flash, though...LOL
