AR Pistol Question

    I'm asking this here because I wanted to make sure that I don't run afoul of any SBR issues.

    I'm interested in making a buffer-tube-less .22 AR pistol. What I'm thinking of doing is:

    1. Start with a virgin lower (transferred as "other" and not a rifle). Probably a polymer lower because, frankly, I don't trust them for rifle calibers yet.
    2. Chop down the barrel on an existing .22 upper to something more pistol-like. Rethread the barrel for accessories, etc.
    3. Fabricating a screw-in plug for the receiver to use in place of the buffer tube. My understanding is that .22 uppers do not use the buffer spring at all.
    4. NOT putting a vertical foregrip on the upper or a shoulder stock on the lower. :D

    So, my questions are this:

    A. Would this run afoul of any Federal or Maryland laws?
    B. Would it actually work?
