    Maine/Pennsylvania Drop Reciprocity!

    Pennsylvania has removed Maine from the list of states it had a reciprocity agreement with. PA now just lists them as a state a PA resident can apply for a non resident permit. When Maine went permitless carry they also changed their statute on how they honor other states. They removed reciprocity from their law and now it just states they will honor anyone who honors them. Maine removed the listing of 8 states they had agreements with and replaced it with a link to their new statute. Agreements usually have a inform clause stating if a states laws change that could affect the agreement the state will notify the other state. Maine most likely did and so the PA AG dropped them. They could have honored them without an agreement as they honor about a dozen other states without an agreement. Handgunlaw.us has been updated to show this change in reciprocity.     It could be because PA only honors other permits through agreement and Maine technically doesn't have that anymore. Seems silly.

    Kane still has her job, it seems.

    And apparently didn't waste any time. The conditions for obtaining a ME permit, which should be the only factor here, have not changed, only that anyone can now carry in ME subject to certain regulations.

    Obviously this was a convenient excuse for her to axe another agreement. It's a shame the votes aren't there in PA to change the law and take it out of the hands of one person. I hope they get her out soon, because I'm afraid if WV goes ConCarry next session that she'll axe that agreement as well.

    She could have honored Maine. PA honors about a dozen states without a signed agreement. With dropping this agreement Maine residents can't carry in PA. But there are quirks in the Maine Law. If you carry in Maine under permitless carry Maine State and National Parks are off limits. You have to have a permit issued by Maine or honored by Maine to carry in Parks in Maine.
    Bowhunters can't carry without a Valid Permit. The Employer Parking Lot Storage Law doesn't apply to those carrying under permitless carry. So it did hurt PA residents.

    G. When the firearm is a concealed firearm carried by a person to whom a valid permit to carry a concealed firearm has been issued as provided in Title 25, chapter 252. The person must have in that person's possession the permit as required in Title 25, section 2003. [2009, c. 607, §1 (NEW).]

    §1803. General powers and duties of the bureau

    7. Exceptions. Notwithstanding subsection 6 or any other rule-making authority, the bureau may not adopt rules that prohibit the following persons from carrying a concealed handgun in the buildings or parts of buildings and other public property that are under the bureau’s jurisdiction:


    A. A person to whom a valid permit to carry a concealed handgun has been issued under Title 25, chapter 252. The person must have in that person's possession the valid permit; [2013, c. 424, Pt. A, §4 (AMD).]

    B. A person to whom a valid permit to carry a concealed handgun has been issued by another state if a permit to carry a concealed handgun issued from that state has been granted reciprocity under Title 25, chapter 252. The person must have in that person's possession the valid permit; [2013, c. 424, Pt. A, §4 (AMD).]
